The AFSSA considers that it is in the interest of the general public to consume oat soluble fibers (oat beta-glucan)  as they  contribute to the reduction of blood cholesterol levels.

AFSSA considers that the claim, namely that "consumption of OatWell® oat bran containing foods and other eligible oat sources  containing  oat  soluble fibers  (oat beta-glucan) ,  as part of a  balanced diet, without excess of particularly saturated fats, and physical exercise together help to reduce your cholesterol" is scientifically justified and validated as regards to the proven health effect of  OatWell® oat bran containing foods and other eligible sources as well as  for those persons who wish to control their blood cholesterol levels by means of their diet. 2009 EU, European Food Safety Authority (EFSA)

The European Food Safety Authority - Scientific Opinion on the substantiation of health claims related to beta glucans and maintenance of normal blood cholesterol concentrations

Following a request from the European Commission, the Panel on Dietetic Products, Nutrition and Allergies was asked to provide a scientific opinion on a list of health claims pursuant to Article 13 of Regulation 1924/2006. On the basis of the data available, the Panel concludes that a cause and effect relationship has been established between the consumption of oat beta-glucans and the reduction of blood cholesterol concentrations.
